Who Makes The Decisions On The General Schedule Pay Rates?

Several restrictions govern the activities that government employees are allowed to do and are not permitted to do.

Many elements, such as grading criteria and policy, are controlled in The Office of Personnel Management (OPM). Some of these details are codified, while OPM sets others up when the requirement arises. For example, suppose the government’s recruitment and retention efforts are severely hampered.
