Who Makes The Decisions On The General Schedule Pay Rates?

Every December, thousands of federal workers excitedly await the announcement on whether or not they will receive a raise for the coming year. But who decides what amount of a pay increase you’ll get? Does it really matter that the president whipped the idea up? And what about locality adjustment – who is responsible for determining them?

A substantial revision of the General Schedule Pay Scale was created by the Federal Employees Pay Comparability Act (FEPCA) in 1990, which was approved by Congress. Specifically, the bill attempted to address the widening wage gap between federal positions and private sector positions in order to make sure that highly skilled individuals are prevented from leaving their government positions.

The most important change was the launch of the Locality Adjustments, which boost the base Pay by a certain percentage in accordance with the team member’s place of employment. It is notable that the law links locations adjustment rates to similar private sector earnings rather than the more well-known fluctuations in living costs.

Several restrictions govern what government workers are allowed and cannot do.

Many aspects, like the grading guidelines and policies, are overseen under the supervision of OPM. Many elements, such as grading criteria and policy are governed by the Office of Personnel Management (OPM). Certain details are codified, while OPM sets others up when the demand arises. For instance, suppose that the government’s recruitment and retention efforts are severely hindered. In that case, the Office of Personnel Management (OPM) might decide to establish the higher rates of base salary, also known as Specialty Pay Rates, for specific grades, levels, places and occupations.
