Essential Points to Keep in Mind

These guidelines are developed by the Office of Personnel Management, however, they are intentionally vague to allow for interpretation by different agencies. For instance, hiring organizations could use their judgment in determining whether an applicant has “specific” expertise for a given position.

These requirements will determine a student’s entry-level class. When you first begin working in a new position, you begin to accrue specific experience in your work that will allow you to advance your career. Candidates for all grades and positions with both educational and work experience are required to submit a combination of educational and professional experience.

It is important to remember that certain jobs have additional criteria such as physical fitness, speed of typing or the age. These standards are not very common and are only applicable to certain occupations that require a very high level of physical fitness.

Position Requirements in the Professional and Scientific Fields

The table below outlines the amount of work experience necessary to be able to fill Professional and Scientific Positions in various areas. Based on the credentials of applicants the positions are assigned grades ranging from GS-7 to 13+. Engineering, computer science biology, chemistry, and other technical fields are some examples of jobs that fit this category.

Positions Requirements in the Clerical and Administrative Support

In terms of qualifications, the grades for these jobs differ between GS-1 to GS-6+. Clerical positions, stenographers along with administrative assistance are all instances of jobs that fall under this category.

Who Makes The Decisions On The General Schedule Pay Rates?

Every December, thousands of federal workers are waiting with anticipation for the announcement of what they’ll receive a raise in the next year. But who gets to determine how much raise you’ll get? Are you sure that the president came up with the decision? And what about locality adjustment – who is in charge of making the amount?

A significant revision to the General Schedule Pay Scale was caused by the Federal Employees Pay Comparability Act (FEPCA) in 1990, passed by Congress. Particularly, the bill sought to eliminate the increasing wage disparity between federal and private sector jobs to prevent highly skilled people from being forced to quit their government jobs.

The most significant change was introduction of Locality Adjustments which raise Base Pay by a percentage in accordance with the employee’s work location. It is notable that the law connects adjustments for location to similar private sector incomes, rather than the more well-known fluctuations in the cost of living.

A variety of rules govern the activities that government employees are allowed to do and are not permitted to do.

Many elements, such as Grading criteria and policy are regulated through an agency called the Office of Personnel Management (OPM). Certain of these aspects are codified, and OPM sets others up when the requirement arises. For example, suppose the government’s recruitment and retention efforts are severely hampered. In that case there is a possibility that there is a possibility that Office of Personnel Management (OPM) might decide to establish higher base pay rates, also known as Specialty Pay Rates, to be used for certain grades, levels, places and even professions.
