For instance, hiring companies may make their judgment on whether candidates have “specific” expertise for a given position.

Who Makes The Decisions On The General Schedule Pay Rates?

Every December, thousands of federal workers are waiting with anticipation for the news of whether or not they will receive a salary boost in the next year. Who decides what amount of a raise you’ll get? Is it true that the president came up with it up? And what about locality adjustments – who is responsible for the creation of these?

A major revision of the General Schedule Pay Scale was caused by the Federal Employees Pay Comparability Act (FEPCA) in 1990, which was approved by Congress. Specifically, the bill attempted to eliminate the increasing wage disparity between federal and private sector positions in order to stop highly skilled workers from leaving their government positions.

The most important change was the launch of the Locality Adjustments which raise Base Pay by a specific percentage depending on a employee’s location of employment. It is interesting to note that the law ties location adjustment rates to similar private-sector incomes rather than to the more widely recognized fluctuations in living costs.

There are a variety of restrictions that govern the work of government employees and aren’t allowed to do.

Many aspects, like grade criteria and policy are overseen by an agency called the Office of Personnel Management (OPM). Some of these details are codified, while OPM creates other elements as the necessity arises. As an example, suppose that the government’s recruitment and retention efforts are severely affected. In that case it is possible that the Office of Personnel Management (OPM) may even establish higher base pay rates known as Specialty Pay Rates, for specific grades, levels, locations and occupations.
