Who Makes The Decisions On The General Schedule Pay Rates?

Every December, thousands federal employees eagerly await the news of whether or not they’ll receive a raise in the next year. Who decides how much of a pay increase you’ll get? Are you sure that the president made up the concept? What about locality adjustments – who is in charge of the process of determining these?

A significant overhaul of the General Schedule Pay Scale was brought about by the Federal Employees Pay Comparability Act (FEPCA) of 1990, which was passed by Congress. The bill specifically sought to reduce the growing pay gap between federal and private sector positions in order to keep highly skilled employees from leaving their jobs in the government.

The biggest change was the inclusion of Locality Adjustments, which boost the base Pay by a specific percentage in accordance with the team member’s place of employment. It is interesting to note that the legislation relates the rates of adjustment for location to comparable private sector earnings, not to the more well-recognized swings in the cost of living.

There are a variety of restrictions that govern what government employees are permitted to do and are not permitted to do.

Many aspects, like the grading guidelines and policies, are controlled by OPM. Many elements, such as grading criteria and policy are governed by the Office of Personnel Management (OPM). Certain details are codified, while OPM creates other elements as the necessity arises. For instance, suppose that the government’s retention and recruitment efforts are severely hampered. In this scenario there is a possibility that the Office of Personnel Management (OPM) could even set the higher rates of base salary, referred to as Specialty Pay Rates, for specific classes, levels, areas and jobs.
