In the Office of Personnel Management (OPM) has established these academic criteria (OPM). There are five main professional groups, each with specific academic qualifications:

  • Positions in Professional and Scientific Fields.
  • Positions in Administration and Management.
  • Positions in Technical and Medical Support.
  • Positions in Clerical and Administrative Support.
  • Positions in Competitive Service Student Trainee.

The requirements for each of the profession groups are different. The requirements for education to be met for the two most well-known career groupings are shown in the following table:

Essential Points to Keep in Mind

These guidelines are developed through The Office of Personnel Management, however, they are intentionally loose to permit the interpretation of specific agencies. For instance, hiring companies could use their judgment to determine if an applicant has “specific” expertise for a specific job.

These requirements will determine the level of a student’s first class. When you start working at a new job you will begin to accumulate specific work experience that will allow you to advance your career. For all levels of applicants and positions with both qualifications and experience are encouraged to provide a similar combination of experience and education.

Be aware that some positions have additional criteria such as the speed of typing, health, or age. These criteria are uncommon and only pertain to specific professions that require a certain level of physical fitness.

Position Requirements in the Professional and Scientific Fields

The table below describes the amount of working experience needed for Professional and Scientific Positions in different fields. Based on qualifications the positions are assigned grades that range from GS-7 through 13+. Engineering, computer science biology, chemistry, and other technical roles are examples of jobs that fall into this category.

Positions Requirements in the Clerical and Administrative Support

In terms of qualifications, the grades for these positions vary from GS-1 and GS-6+. Clerical jobs, stenographers and administrative support are just a few types of jobs in this classification.

Who Makes The Decisions On The General Schedule Pay Rates?

Every December, thousands of federal employees eagerly await the announcement of whether or not they’ll receive a salary boost in the next year. But who gets to determine the amount of pay increase you’ll get? Do you believe that the president whipped up the concept? And what about locality adjustment – who is in charge of the creation of them?

A substantial revision of the General Schedule Pay Scale was caused by The Federal Employees Pay Comparability Act (FEPCA) of 1990, which was enacted by Congress. Specifically, the bill attempted to address the widening wage disparity between federal and private sector positions to stop highly skilled workers from quitting their government jobs.

The most significant change was introduction of Locality Adjustments that increase Base Pay by a percentage dependent on the team member’s place of employment. It is noteworthy that the law ties location adjustment rates to similar private-sector incomes rather than to the more well-known swings in the cost of living.

There are a variety of restrictions that govern what government workers are allowed and are not permitted to do.

Many elements, such as grade criteria and policy are overseen by an agency called the Office of Personnel Management (OPM). Some of these rules are codified while OPM establishes others as the necessity arises. For example, suppose the government’s recruitment and retention efforts are severely hindered. In that case, OPM Office of Personnel Management (OPM) might decide to establish more favourable base rates, referred to as Specialty Pay Rates, to be used for certain grades, levels, places and even professions.
