There are five major professional groupings, each with distinct academic qualifications:

  • Positions in Professional and Scientific Fields.
  • Positions in Administration and Management.
  • Positions in Technical and Medical Support.
  • Positions in Clerical and Administrative Support.
  • Positions in Competitive Service Student Trainee.

Occupational criteria for each of these job groupings are somewhat different. The educational requirements to be met for the two most well-known professions are shown in the following table:

Essential Points to Keep in Mind

These guidelines are formulated from the Office of Personnel Management, but they’re intentionally vague to allow for interpretation by different agencies. For instance, hiring organizations may make their judgment in determining whether an applicant has “specific” expertise for a particular job.

These prerequisites will determine the level of a student’s first class. When you first begin working for a new employer you will begin to accumulate specific work experiences that will help you advance in your career. For all levels of applicants and positions that require education and experience are encouraged to provide a similar combination of education and experience.

Please remember that certain positions are subject to additional requirements, like the speed of typing, health, or age. These requirements aren’t common and only apply to specific jobs that require a high level of physical condition.

Position Requirements in the Professional and Scientific Fields

The table below provides the required experience needed to be able to fill Professional and Scientific Positions in diverse fields. Based on the credentials of applicants that are required, these positions are awarded grades that range from GS-7 through GS-13+. Engineering, computer science, biology, chemistry, and many other technical positions are just a few examples of jobs that fall under this category.

Positions Requirements in the Clerical and Administrative Support

By qualifications, the Grades for these positions differ from GS-1 and GS-6+. Clerical occupations, stenographers, and administrative support are just a few instances of jobs that fall under this category.

Who Makes The Decisions On The General Schedule Pay Rates?

Each December, thousands federal workers are waiting with anticipation for the announcement of whether or not they will receive a salary boost in the next year. But who decides how much of a pay increase you’ll get? Are you sure that the president whipped the idea up? And what about locality adjustments – who is responsible for the process of determining them?

A substantial revision of the General Schedule Pay Scale was resulted from legislation known as the Federal Employees Pay Comparability Act (FEPCA) in 1990, which was passed by Congress. The bill specifically sought to address the widening pay gap between federal and private sector positions in order to keep highly skilled employees from leaving their jobs in the government.

The most important change was the launch of the Locality Adjustments that increase the amount of Base Pay by a specific percentage in accordance with the employee’s work location. It is interesting to note that the law connects locations adjustment rates to similar private-sector incomes rather than to the more well-known swings in living costs.

There are a variety of restrictions that govern what government workers are allowed and are not permitted to do.

A number of aspects, such as grade criteria and policy are controlled in The Office of Personnel Management (OPM). Certain of these aspects are codified, and OPM sets others up when the requirement arises. For example, suppose the government’s retention and recruitment efforts are severely hampered. In this scenario it is possible that it is possible that the Office of Personnel Management (OPM) might even decide to set higher base pay rates, referred to as Specialty Pay Rates, for specific grades, levels, places and even professions.
