Who Makes The Decisions On The General Schedule Pay Rates?

Every December, thousands federal workers excitedly await the announcement on whether or not they will receive a raise for the coming year. But who determines the amount of increase you’ll be getting? Does it really matter that the president came up with the idea up? What about locality adjustments — who is in charge of making these?

A substantial revision of the General Schedule Pay Scale was created by The Federal Employees Pay Comparability Act (FEPCA) in 1990, which was enacted by Congress. The bill specifically sought to address the widening pay gap between federal and private sector posts to keep highly skilled employees from leaving their jobs in the government.

The most significant change was the launch of the Locality Adjustments, which boost the base Pay by a certain amount depending on a employee’s work location. It is noteworthy that the law connects adjustments for location to similar private sector earnings, not to the more well-known fluctuations in the cost of living.

Several restrictions govern the activities that government employees are allowed to do and are not permitted to do.

A number of aspects, such as Grading criteria and policy are controlled by The Office of Personnel Management (OPM). Some of these details are codified while OPM creates other elements as the necessity arises. For example, suppose the government’s recruitment and retention efforts are severely affected. In this scenario, there is a possibility that Office of Personnel Management (OPM) might decide to establish more favourable base rates known as Specialty Pay Rates, for certain grades, levels, places and even professions.
