The Office of Personnel Management (OPM) established these academic criteria (OPM). There are five major professional groupings, each with distinct academic specifications:

  • Positions in Administration and Management.
  • Positions in Technical and Medical Support.
  • Positions in Clerical and Administrative Support.
  • Positions in Competitive Service Student Trainee.

The criteria for each of these job groupings are somewhat different. The requirements for education for two of the most prevalent groups of careers are listed in the following table:

Essential Points to Keep in Mind

The guidelines were developed through the Office of Personnel Management, although they are purposefully broad to allow interpretation by particular agencies. For instance, hiring companies can use their judgement in determining whether candidates have “specific” expertise for a particular job.

These requirements serve as a basis for determining the student’s entry-level classes. Be aware that some positions are subject to additional requirements, like physical fitness, speed of typing or age. These are not common and only apply to specific jobs that require a high level of physical condition.

Position Requirements in the Professional and Scientific Fields

The table below details the required experience required to be able to fill Professional and Scientific Positions in various fields. Based on the credentials of applicants the positions are assigned grades that range from GS-7 through 13+. Many elements, such as grade criteria and policy are controlled through the Office of Personnel Management (OPM). Some of these rules are codified while OPM creates other elements as the necessity arises. For example, suppose the government’s retention and recruitment efforts are severely affected.
