Essential Points to Keep in Mind

These guidelines are formulated through Office of Personnel Management. Office of Personnel Management, however, they are intentionally vague to allow for the interpretation of specific agencies. For example, hiring agencies can use their judgement to determine whether or not an applicant has “specific” expertise for a specific job.

Position Requirements in the Professional and Scientific Fields

The table below provides the quantity of working experience needed for Scientific and Professional Positions in diverse areas. Depending on credentials, these positions are assigned grades that range from GS-7 through 13+. Engineering, computer science biology, chemistry, and other technical fields are examples of jobs that fall into this category.

Positions Requirements in the Clerical and Administrative Support

According to qualifications, the grades for these jobs vary between GS-1 to GS-6+. Clerical jobs, stenographers along with administrative assistance are all types of jobs in this category.

Who Makes The Decisions On The General Schedule Pay Rates?

Each December, thousands federal workers are waiting with anticipation for the announcement of the decision on whether or not they’ll receive a salary boost for the coming year. Who decides what amount of a pay increase you’ll get? Are you sure that the president made the decision? And what about locality adjustment — who is responsible for making them?

A major revision of the General Schedule Pay Scale was resulted from the Federal Employees Pay Comparability Act (FEPCA) in 1990, which was passed by Congress. Particularly, the bill sought to tackle the increasing wage gap between federal positions and private sector positions in order to keep highly skilled employees from being forced to quit their government jobs.

The most significant change was introduction of Locality Adjustments, which boost the Base Pay by a specific percentage depending on a employee’s work location. It is important to note that the law connects locations adjustment rates to similar private sector incomes, rather than the more well-known swings in the cost of living.

There are a variety of restrictions that govern the work of government employees and cannot do.

Many elements, such as grade criteria and policy are controlled in The Office of Personnel Management (OPM). Some of these details are codified, and OPM establishes others as the demand arises. For example, suppose the government’s recruitment and retention efforts are severely affected. In that case, the Office of Personnel Management (OPM) could even set the higher rates of base salary, also known as Specialty Pay Rates, for specific grades, levels, places, and professions.
