Who Makes The Decisions On The General Schedule Pay Rates?

Every December, thousands of federal workers excitedly await the news of whether or not they will receive a salary boost for the coming year. But who gets to determine what amount of a increase you’ll be getting? Are you sure that the president whipped the decision? What about locality adjustments — who is in charge of the creation of them?

A major revision of the General Schedule Pay Scale was resulted from legislation known as the Federal Employees Pay Comparability Act (FEPCA) in 1990, passed by Congress. Particularly, the bill sought to tackle the increasing wage disparity between federal and private sector positions in order to stop highly skilled workers from leaving their government positions.

The most important change was the inclusion of Locality Adjustments, which boost Base Pay by a specific percentage according to a employee’s location of employment. It is important to note that the law links adjustments for location to similar private sector earnings rather than the more well-known fluctuations in the cost of living.

A variety of rules govern what government workers are allowed and aren’t allowed to do.

A variety of elements, including grade criteria and policy are overseen in The Office of Personnel Management (OPM). Some of these rules are codified while OPM develops additional rules as the need arises. For instance, suppose that the government’s retention and recruitment efforts are severely affected. In that situation it’s possible that the Office of Personnel Management (OPM) may even establish greater base wages, referred to as Specialty Pay Rates, to be used for certain grades, levels, locations and occupations.
