Who Makes The Decisions On The General Schedule Pay Rates?

Every December, thousands federal workers are waiting with anticipation for the announcement of the decision on whether or not they’ll be able to get a pay raise in the next year. But who determines what amount of a pay increase you’ll get? Are you sure that the president whipped the idea up? What about locality adjustments – who is in charge of determining the amount?

A significant revision to the General Schedule Pay Scale was created by The Federal Employees Pay Comparability Act (FEPCA) of 1990, which was passed by Congress. Specifically, the bill attempted to reduce the growing wage gap between federal positions and private sector positions to keep highly skilled employees from leaving their jobs in the government.

The biggest change was the launch of the Locality Adjustments, which boost Base Pay by a percentage in accordance with the team member’s employment location. It is noteworthy that the law ties the rates of adjustment for location to comparable private sector incomes, rather than the more well-recognized swings in living costs.

Several restrictions govern what government employees are permitted to do and are not allowed to do.

Many elements, such as Grading criteria and policy are controlled under the supervision of The Office of Personnel Management (OPM). Certain of these aspects are codified, while OPM sets others up when the need arises. As an example, suppose that the government’s retention and recruitment efforts are severely affected. In that case, the Office of Personnel Management (OPM) might decide to establish higher base pay rates, referred to as Specialty Pay Rates for certain grades, levels, locations, and professions.
