Who Makes The Decisions On The General Schedule Pay Rates?

Each December, thousands federal workers excitedly await the announcement on what they’ll be able to get a pay raise in the next year. But who determines what amount of a increase you’ll be getting? Does it really matter that the president came up with up the concept? And what about locality adjustment — who is in charge of the process of determining them?

A significant overhaul of the General Schedule Pay Scale was created by the Federal Employees Pay Comparability Act (FEPCA) in 1990, which was approved by Congress. Specifically, the bill attempted to tackle the increasing wage gap between federal positions and private sector posts to make sure that highly skilled individuals are prevented from leaving their jobs in the government.

The most significant change was the inclusion of Locality Adjustments which increase Base Pay by a certain amount according to a employee’s work location. It is noteworthy that the law connects adjustments for location to similar private-sector incomes rather than to the more well-known fluctuations in living costs.

There are a variety of restrictions that govern the activities that government employees are allowed to do and are not permitted to do.

Many elements, such as Grading criteria and policy are regulated by The Office of Personnel Management (OPM). Some of these rules are codified, and OPM establishes others as the need arises. For instance, suppose that the government’s recruitment and retention efforts are severely hindered. In that case it is possible that the Office of Personnel Management (OPM) might even decide to set the higher rates of base salary, known as Specialty Pay Rates, for specific grades, levels, locations and jobs.
