In the Office of Personnel Management (OPM) established the criteria for educational qualifications (OPM). There are five main professional groupings, each with distinct academic standards:

  • Positions in Professional and Scientific Fields.
  • Positions in Administration and Management.
  • Positions in Technical and Medical Support.
  • Positions in Clerical and Administrative Support.
  • Positions in Competitive Service Student Trainee.

The criteria for each of the profession classifications differ. The education requirements are for two prevalent professions are shown in the table below:

Essential Points to Keep in Mind

These guidelines are formulated in collaboration with The Office of Personnel Management, but they’re intentionally unclear to permit interpretation by different agencies. For instance, hiring agencies might use their judgments on whether the candidate has “specific” expertise for a particular job.

These requirements will determine the level of a student’s first class. Position Requirements in the Professional and Scientific Fields

The table below provides the quantity of experience needed for Scientific and Professional Positions in different areas. Based on the credentials of applicants they are given grades ranging from GS-7 to 13+. Computer science, engineering and biology, chemistry as well as other technical jobs are examples of jobs that fall under this category.

Who Makes The Decisions On The General Schedule Pay Rates?

Each December, thousands federal workers excitedly await the news on the decision on whether or not they’ll receive a raise in the next year. But who determines how much of a pay increase you’ll get? Do you believe that the president made up the concept? And what about locality adjustments — who is responsible for the process of determining them?

A significant overhaul of the General Schedule Pay Scale was resulted from legislation known as the Federal Employees Pay Comparability Act (FEPCA) of 1990, which was passed by Congress. Specifically, the bill attempted to tackle the increasing pay gap between federal and private sector positions in order to keep highly skilled employees from leaving their government positions.

The most significant change was the introduction of Locality Adjustments which raise the amount of Base Pay by a specific percentage in accordance with the employee’s location of employment. It is important to note that the law ties adjustments for location to similar private sector earnings rather than the more well-known fluctuations in living costs.

Certain restrictions regulate what government workers are allowed and are not allowed to do.

Many aspects, like grading criteria and policy, are overseen under the supervision of an agency called the Office of Personnel Management (OPM). Some of these details are codified, while OPM sets others up when the requirement arises. As an example, suppose that the government’s recruitment and retention efforts are severely hindered. In that situation it is possible that there is a possibility that Office of Personnel Management (OPM) could even set the higher rates of base salary, known as Specialty Pay Rates, to be used for certain classes, levels, areas and jobs.
