Who Makes The Decisions On The General Schedule Pay Rates?

Every December, thousands federal employees eagerly await the news of whether or not they will get a pay boost in the next year. But who decides what amount of a increase you’ll receive? Are you sure that the president made the decision? And what about locality adjustment — who is in charge of the process of determining these?

A significant overhaul of the General Schedule Pay Scale was caused by The Federal Employees Pay Comparability Act (FEPCA) in 1990, which was enacted by Congress. In particular, the bill sought to tackle the increasing wage gap between federal and private sector posts to make sure that highly skilled individuals are prevented from leaving their government positions.

The most significant change was the implementation of locality Adjustments, which boost the amount of Base Pay by a certain percentage in accordance with the team member’s employment location. It is noteworthy that the law links locations adjustment rates to similar private sector earnings, not to the more well-known fluctuations in living costs.

Certain restrictions regulate the work of government employees and aren’t allowed to do.

Many aspects, like grading criteria and policy, are overseen through an agency called the Office of Personnel Management (OPM). Certain of these aspects are codified, and OPM sets others up when the need arises. For example, suppose the government’s retention and recruitment efforts are severely affected. In that case, OPM Office of Personnel Management (OPM) might decide to establish greater base wages, referred to as Specialty Pay Rates for certain grades, levels, locations and jobs.
