There are five major professional groups, each with its own set of academic requirements:

These guidelines are formulated from the Office of Personnel Management, however, they are intentionally loose to permit interpretation by particular agencies. For instance, hiring organizations can use their judgement to determine if an applicant has “specific” expertise for a specific job.

Position Requirements in the Professional and Scientific Fields

Based on the credentials of applicants that are required, these positions are awarded grades that range from GS-7 through 13+. Computer science, engineering biology, chemistry and many other technical positions are just a few examples of jobs that fall into this category.

Positions Requirements in the Clerical and Administrative Support

By qualifications, the Grades for these positions differ from GS-1 to GS-6+. Clerical occupations, stenographers, administration support, and stenographers are just a few examples of jobs under this classification.

Who Makes The Decisions On The General Schedule Pay Rates?

Each December, thousands federal workers are waiting with anticipation for the news of the decision on whether or not they’ll receive a raise for the coming year. But who gets to determine how much pay increase you’ll get? Do you believe that the president came up with the decision? And what about locality adjustments – who is in charge of determining them?

A significant overhaul of the General Schedule Pay Scale was created by the Federal Employees Pay Comparability Act (FEPCA) in 1990, which was approved by Congress. Particularly, the bill sought to tackle the increasing wage gap between federal positions and private sector posts to prevent highly skilled people from quitting their government jobs.

The biggest change was the inclusion of Locality Adjustments, which boost the base Pay by a certain percentage depending on a team member’s employment location. It is notable that the law links location adjustment rates to similar private sector earnings, not to the more well-known fluctuations in living costs.

Certain restrictions regulate the work of government employees and are not allowed to do.

Many elements, such as grade criteria and policy are regulated under the supervision of The Office of Personnel Management (OPM). Certain details are codified, whereas OPM creates other elements as the need arises. For example, suppose the government’s recruitment and retention efforts are severely affected. In this scenario, there is a possibility that Office of Personnel Management (OPM) might decide to establish the higher rates of base salary, referred to as Specialty Pay Rates, for specific grades, levels, places and even professions.
