Essential Points to Keep in Mind

These guidelines are developed in collaboration with the Office of Personnel Management, although they are purposefully vague to allow for interpretation by different agencies. For instance, hiring agencies might use their judgments in determining whether a candidate has “specific” expertise for a given position.

These requirements will determine the level of a student’s first class. From the moment you begin working at your new job you start to gain specific experience in your work that will allow you to advance your career. Be aware that some positions are subject to additional requirements, like physical fitness, speed of typing or age. These criteria are uncommon and only apply to certain professions that require a certain physical fitness.

Position Requirements in the Professional and Scientific Fields

The table below outlines the experience needed for Professional and Scientific Positions in diverse areas. Based on qualifications, these positions are assigned grades ranging from GS-7 to GS-13+. Engineering, computer science and biology, chemistry and many other technical positions are some examples of jobs that fit this category.

Positions Requirements in the Clerical and Administrative Support

According to qualifications, the grades for these positions differ from the GS-1 level to the GS-6+. Clerical jobs, stenographers along with administrative assistance are all types of jobs in this category.

Who Makes The Decisions On The General Schedule Pay Rates?

Every December, thousands of federal workers excitedly await the announcement of whether or not they’ll receive a raise in the next year. But who determines how much of a pay increase you’ll get? Are you sure that the president whipped the decision? And what about locality adjustments — who is in charge of making them?

A significant overhaul of the General Schedule Pay Scale was created by legislation known as the Federal Employees Pay Comparability Act (FEPCA) in 1990, which was approved by Congress. Particularly, the bill sought to eliminate the increasing pay gap between federal and private sector positions to keep highly skilled employees from leaving their jobs in the government.

The most significant change was introduction of Locality Adjustments that increase the base Pay by a percentage in accordance with the employee’s location of employment. It is interesting to note that the law links the rates of adjustment for location to comparable private-sector incomes rather than to the more widely recognized fluctuations in the cost of living.

Several restrictions govern what government employees are permitted to do and aren’t allowed to do.

Many aspects, like grading criteria and policy, are controlled by an agency called the Office of Personnel Management (OPM). Certain details are codified while OPM develops additional rules as the necessity arises. For example, suppose the government’s recruitment and retention efforts are severely hindered. In that case there is a possibility that OPM Office of Personnel Management (OPM) could even set more favourable base rates, also known as Specialty Pay Rates, for certain classes, levels, areas, and professions.
