These guidelines are developed in collaboration with The Office of Personnel Management, though they are deliberately unclear to permit interpretation by particular agencies. It is important to note that the law ties locations adjustment rates to similar private-sector incomes rather than to the more well-known fluctuations in the cost of living.

Certain restrictions regulate what government workers are allowed and cannot do.

Many elements, such as grade criteria and policy are regulated through the Office of Personnel Management (OPM). Some of these rules are codified, whereas OPM creates other elements as the requirement arises. As an example, suppose that the government’s recruitment and retention efforts are considerably hampered. In this case it is possible that OPM Office of Personnel Management (OPM) could even set greater base wages, referred to as Specialty Pay Rates, for specific classes, levels, areas and jobs.
