Who Makes The Decisions On The General Schedule Pay Rates?

Each December, thousands federal employees eagerly await the news of whether or not they will receive a salary boost in the next year. Who decides how much increase you’ll receive? Do you believe that the president whipped the decision? And what is the situation with locality adjustments – who is in charge of making the amount?

A significant revision to the General Schedule Pay Scale was created by legislation known as the Federal Employees Pay Comparability Act (FEPCA) in 1990, passed by Congress. The bill specifically sought to eliminate the increasing wage gap between federal and private sector positions to stop highly skilled workers from being forced to quit their government jobs.

The most significant change was the inclusion of Locality Adjustments which raise Base Pay by a specific percentage according to a team member’s place of employment. It is important to note that the legislation relates location adjustment rates to similar private-sector incomes rather than to the more widely recognized fluctuations in the cost of living.

There are a variety of restrictions that govern what government workers are allowed and aren’t allowed to do.

Many elements, such as Grading criteria and policy are controlled by the Office of Personnel Management (OPM). Certain of these aspects are codified, and OPM creates other elements as the need arises. For example, suppose the government’s retention and recruitment efforts are considerably hampered. In this case, the Office of Personnel Management (OPM) may even establish higher base pay rates, known as Specialty Pay Rates for certain grades, levels, locations and jobs.
