For instance, hiring companies might use their judgments in determining whether candidates have “specific” expertise for a given position.

Who Makes The Decisions On The General Schedule Pay Rates?

Every December, thousands of federal employees eagerly await the news of the decision on whether or not they’ll get a pay boost in the next year. Who decides how much raise you’ll get? Are you sure that the president came up with the decision? And what is the situation with locality adjustments – who is in charge of the creation of them?

A major revision of the General Schedule Pay Scale was brought about by legislation known as the Federal Employees Pay Comparability Act (FEPCA) in 1990, which was approved by Congress. In particular, the bill sought to reduce the growing wage gap between federal and private sector posts to keep highly skilled employees from leaving their government positions.

The biggest change was the inclusion of Locality Adjustments, which boost the amount of Base Pay by a certain amount according to a employee’s work location. It is important to note that the law connects location adjustment rates to similar private-sector incomes rather than to the more well-known fluctuations in the cost of living.

There are a variety of restrictions that govern what government workers are allowed and are not allowed to do.

A variety of elements, including grading criteria and policy, are overseen by an agency called the Office of Personnel Management (OPM). Some of these details are codified, while OPM establishes others as the demand arises. For example, suppose the government’s recruitment and retention efforts are severely hindered. In that case, the Office of Personnel Management (OPM) might even decide to set the higher rates of base salary, known as Specialty Pay Rates, for certain grades, levels, places and even professions.
