In the Office of Personnel Management (OPM) has established these educational criteria (OPM). There are five major professional groupings, each with distinct academic requirements:

  • Positions in Professional and Scientific Fields.
  • Positions in Administration and Management.
  • Positions in Technical and Medical Support.
  • Positions in Clerical and Administrative Support.
  • Positions in Competitive Service Student Trainee.

The occupational requirements for each of the profession groupings are somewhat different. The requirements for education to be met for the two most prevalent professions are shown in the following table:

Essential Points to Keep in Mind

These guidelines are formulated through The Office of Personnel Management, though they are deliberately vague to allow for interpretation by different agencies. For instance, hiring companies may make their judgment to determine if the candidate has “specific” expertise for a particular job.

These prerequisites serve as a basis for determining the student’s entry-level classes. Applicants for all grade levels and jobs that require both experiences and education are encouraged to present a comparable combination of education and experience.

Be aware that some positions have additional criteria such as typing speed, health or age. These are not common and only apply to certain occupations that require a very high physical condition.

Position Requirements in the Professional and Scientific Fields

The table below describes the amount of work experience necessary for Professional and Scientific Positions in diverse fields. According to the qualifications, these positions are assigned grades that range from GS-7 to 13+. Engineering, computer science, biology, chemistry, and other technical fields are some of the jobs that fit this category.

Positions Requirements in the Clerical and Administrative Support

Based on qualifications, the grades for these positions differ from GS-1 to GS-6+. Clerical jobs, stenographers administration support, and stenographers are all examples of work that fall under this category.

Who Makes The Decisions On The General Schedule Pay Rates?

Each December, thousands federal workers excitedly await the news on the decision on whether or not they’ll be able to get a pay raise for the coming year. But who decides how much of a raise you’ll get? Are you sure that the president made the decision? And what about locality adjustments — who is responsible for making these?

A significant revision to the General Schedule Pay Scale was brought about by legislation known as the Federal Employees Pay Comparability Act (FEPCA) of 1990, which was approved by Congress. The bill specifically sought to reduce the growing wage gap between federal and private sector positions in order to prevent highly skilled people from quitting their government jobs.

The most significant change was introduction of Locality Adjustments, which boost the Base Pay by a certain amount in accordance with the employee’s work location. It is noteworthy that the legislation relates adjustments for location to similar private-sector incomes rather than to the more widely recognized fluctuations in living costs.

Several restrictions govern what government workers are allowed and cannot do.

A variety of elements, including grade criteria and policy are controlled through the Office of Personnel Management (OPM). Certain of these aspects are codified, and OPM establishes others as the requirement arises. For example, suppose the government’s retention and recruitment efforts are severely hampered. In this case, the Office of Personnel Management (OPM) might even decide to set greater base wages, referred to as Specialty Pay Rates, to be used for certain classes, levels, areas, and professions.
