Essential Points to Keep in Mind

These guidelines are developed by The Office of Personnel Management, however, they are intentionally unclear to permit an interpretation by specific agencies. For instance, hiring agencies may make their judgment to determine whether or not candidates have “specific” expertise for a particular job.

These requirements serve as a basis for determining the class that a student will attend. From the moment you begin working at your new job beginning to gain specific work experiences that will aid you in your career. Applicants for all grade levels and positions that require qualifications and experience are encouraged to present a comparable combination of educational and professional experience.

Remember that some jobs include additional requirements such as physical fitness, speed of typing or age. These are not common and only apply to specific jobs that require a high level of physical fitness.

Position Requirements in the Professional and Scientific Fields

The table below outlines the work experience necessary for Professional and Scientific Positions in various areas. Based on qualifications that are required, these positions are awarded grades ranging from GS-7 to GS-13+. Computer science, engineering and biology, chemistry as well as other technical jobs are examples of jobs that fit this category.

Positions Requirements in the Clerical and Administrative Support

Based on qualifications, the grades for these jobs differ between the GS-1 level to the GS-6+. Clerical work, stenographers administration support, and stenographers are all examples of work that fall under this classification.

Who Makes The Decisions On The General Schedule Pay Rates?

Every December, thousands of federal employees eagerly await the news on whether or not they’ll receive a salary boost in the next year. But who gets to determine the amount of increase you’ll receive? Is it true that the president whipped the idea up? And what about locality adjustments – who is responsible for making these?

A substantial revision of the General Schedule Pay Scale was resulted from the Federal Employees Pay Comparability Act (FEPCA) in 1990, which was enacted by Congress. Particularly, the bill sought to address the widening wage gap between federal positions and private sector positions in order to make sure that highly skilled individuals are prevented from quitting their government jobs.

The biggest change was the introduction of Locality Adjustments which increase the amount of Base Pay by a certain amount in accordance with the employee’s location of employment. It is important to note that the law links locations adjustment rates to similar private sector earnings rather than the more well-recognized swings in the cost of living.

Certain restrictions regulate the activities that government employees are allowed to do and cannot do.

Many elements, such as the grading guidelines and policies, are overseen through the Office of Personnel Management (OPM). Some of these rules are codified, and OPM develops additional rules as the need arises. As an example, suppose that the government’s retention and recruitment efforts are severely hindered. In that case there is a possibility that OPM Office of Personnel Management (OPM) may even establish more favourable base rates, also known as Specialty Pay Rates for certain grades, levels, places, and professions.
