It is the Office of Personnel Management (OPM) has developed these educational criteria (OPM). There are five main professional groups, each having specific academic standards:

  • Positions in Professional and Scientific Fields.
  • Positions in Administration and Management.
  • Positions in Technical and Medical Support.
  • Positions in Clerical and Administrative Support.
  • Positions in Competitive Service Student Trainee.

The criteria for each of these career groups are different. The education requirements in two well-known job categories are listed in the following table:

Essential Points to Keep in Mind

These guidelines are created from The Office of Personnel Management, but they’re intentionally broad to allow interpretation by different agencies. For example, hiring agencies could use their judgment in determining whether the candidate has “specific” expertise for a particular job.

These requirements will determine a student’s entry-level class. When you first begin working in a new position you start to gain specific experience in your work that will aid you in your career. Candidates for all grades and positions with education and experience are encouraged to present a comparable combination of educational and professional experience.

Remember that some jobs have additional criteria such as physical fitness, speed of typing or age. These are not common and only pertain to specific jobs that require a high physical fitness.

Position Requirements in the Professional and Scientific Fields

The table below describes the amount of experience required to be able to fill Professional and Scientific Positions in various fields. Based on qualifications, these positions are assigned grades ranging from GS-7 to GS-13+. Computer science, engineering, biology, chemistry, and other technical roles are just a few examples of jobs that fall into this category.

Positions Requirements in the Clerical and Administrative Support

In terms of qualifications, the grades for these positions differ from the GS-1 level to the GS-6+. Clerical positions, stenographers as well as administrative assistants are just a few examples of jobs under this category.

Who Makes The Decisions On The General Schedule Pay Rates?

It is noteworthy that the law connects locations adjustment rates to similar private-sector incomes rather than to the more well-recognized swings in living costs.

There are a variety of restrictions that govern what government employees are permitted to do and cannot do.

A variety of elements, including Grading criteria and policy are controlled under the supervision of The Office of Personnel Management (OPM). Some of these rules are codified, and OPM creates other elements as the necessity arises. For instance, suppose that the government’s recruitment and retention efforts are severely hindered. In this case there is a possibility that the Office of Personnel Management (OPM) could even set more favourable base rates, also known as Specialty Pay Rates, for specific grade, levels, locations and even professions.
