Essential Points to Keep in Mind

The guidelines were developed through The Office of Personnel Management, although they are purposefully vague to allow for an interpretation by specific agencies. For instance, hiring companies may make their judgment to determine if a candidate has “specific” expertise for a given position.

These prerequisites serve as a basis for determining the class that a student will attend. From the moment you begin working at your new job you start to gain specific work experience that will help you advance in your career. All applicants for grades and positions with both education and experience are encouraged to submit equivalent combinations of educational and professional experience.

Be aware that some positions include additional requirements such as physical fitness, speed of typing or the age. These requirements aren’t common and are only applicable to certain jobs that require a high physical fitness.

Position Requirements in the Professional and Scientific Fields

The table below describes the quantity of work experience necessary for Professional and Scientific Positions in diverse fields. According to the qualifications that are required, these positions are awarded grades that range from GS-7 to GS-13+. Computer science, engineering and biology, chemistry and many other technical positions are some examples of jobs that fall into this category.

Positions Requirements in the Clerical and Administrative Support

In terms of qualifications, the grades for these jobs vary between the GS-1 level to the GS-6+. Clerical occupations, stenographers, and administrative support are just a few examples of jobs under this classification.

Who Makes The Decisions On The General Schedule Pay Rates?

Every December, thousands federal workers are waiting with anticipation for the announcement of what they’ll be able to get a pay raise for the coming year. But who decides the amount of raise you’ll get? Are you sure that the president whipped it up? What about locality adjustments – who is responsible for making the amount?

A significant overhaul of the General Schedule Pay Scale was brought about by legislation known as the Federal Employees Pay Comparability Act (FEPCA) in 1990, passed by Congress. The bill specifically sought to tackle the increasing wage disparity between federal and private sector posts to keep highly skilled employees from being forced to quit their government jobs.

The biggest change was the inclusion of Locality Adjustments that increase the base Pay by a certain amount depending on a employee’s location of employment. It is interesting to note that the legislation relates locations adjustment rates to similar private sector earnings, not to the more well-recognized swings in living costs.

Certain restrictions regulate the activities that government employees are allowed to do and are not permitted to do.

A number of aspects, such as grade criteria and policy are controlled under the supervision of an agency called the Office of Personnel Management (OPM). Certain details are codified, whereas OPM creates other elements as the requirement arises. For example, suppose the government’s retention and recruitment efforts are severely hindered. In this case it is possible that there is a possibility that Office of Personnel Management (OPM) may even establish higher base pay rates, also known as Specialty Pay Rates for certain grades, levels, locations and occupations.
